Introducing Germany's New Fourth Armed Force Cyber Division: An Exclusive Interview with the Bundeswehr

In September 2015, the German Minister of Defence announced that she would make the Bundeswehr fit for the future in cyberspace by means of a separate organisational element for the cyber and information realm. Since then the Bundeswehr have been busy creating their new cyber division overcoming the obstacles such as recruitment and restructuring which are discussed in this interview.
Ahead of the 11th Annual Cyber Defence and Network Security Conference (CDANS), Defence IQ interviewed senior officials from the Bundeswehr about their initiative to create a fourth armed force to tackle cyber attacks that are now becoming increasingly common. In this interview the Bundeswehr outline their reasons for creating a new cyber division citing that in an increasing interlinked world state, business and society are more vulnerable to attacks and increasingly complex attacks means the state must expand its ability to act.
The Bundeswehr chose to create a new division rather than being part of the army/navy/air force so they can build an excellent foundation of 20,000 people with specialist skills in cyber and IT and consolidate existing employees into one major organisational element., in order to pull together existing knowledge. Furthermore by setting up a modern organisation the Bundeswehr hopes to attract specialist from the civilian labour market looking to pursue a career within the German Armed Forces.
Over the next 5 years the Bundeswehr will create 130 new posts under the Directorate- General. As a first step in 2017 13,500 posts will be reallocated to the new Cyber and Information Domain Service later on in spring of 2017 a distinct major military organisational element will be established for the cyber and information domain. Despite all the restructuring efforts, none of the existing locations will be closed. Current plans are to further build-up the size and adapt the structure of the organisation between 2018-2021.
